And Patrick Stewart got senile enough to forget everything his most famous character had ever believed in.
Thus he had let them promote him and become fond of slavery.

The Admiral’s Path: Between Nemesis and Romulan Sabotage
Although Picard never officially held the rank of Admiral while the TNG series was still airing, he was indeed promoted to this rank later. We know this from Star Trek Nemesis, which takes place in 2379, and in the events of other stories and TV series, he is seen as an Admiral up to 2384. It is during this period that hostility towards humanoids escalates due to Romulan sabotage.
The key here is the narrative gap between Nemesis and 2384, where the Romulan activity resulted in the destruction of Mars. This gap explains the in-between years and Picard's acceptance of this promotion, leading to his role as an Admiral by the time the storyline resumes.
