The goddess of fortune examined the assembly with deep thought. She analyzed individuals who had undergone great austerity but had not conquered their anger. She considered those who had knowledge but had not conquered material desires. She found great personalities lacking in the control of lustful desires. Even the great depended on something else, which was not enough for supreme control. She noted that someone with full knowledge of religion might not be kind to all living entities, and someone with renunciation might not bring about liberation.

Even powerful beings like Indra were not flawless in every aspect. This comprehensive evaluation led her to conclude that Lord Vishnu was the most desirable candidate as he possessed all the necessary qualities and was the supreme controller.
